The bidder is China National Construction EngineeringCorporation. This project has met the bidding conditions, and now an invitationto bid is organized, inviting your company to participate in the equipmentsupply tender for this project.?1. 项目概况与招标范围 Project Overview and Scope of the Tender??? 1.1 项目概况 ProjectOverview工作范围：(略)Scope of work：(略)项目工期：(略)Project duration：(略)??? 1.2 招标范围：(略)Scope ofbidding：(略)?2. 投标人资格要求 Qualification Requirements forBidders2.1 本次招标要求投标人具备标书招标设备的制造或经营资质，品牌具备相关业绩（说明海外项目及具体规模、数量等要求），并在人员、设备、资金等方面具有承担本招标项目设备供货的能力。This tenderrequires bidders to have the Caption Equipment/Material manufacture or relatedtrading qualifications (specifying the production (manufacturing, operation,installation) licenses for the corresponding equipment, the qualificationlevels of various licenses and validity requirements), performance (detailingoverseas projects and specific scale, quantity, etc. requirements), and topossess the capability in terms of personnel, equipment, and funds to undertakethe equipment supply for this tender project.2.2 投标人及其技术支持方（如有）（以下简称“投标人”）必须是依法注册的企业法人，具备在其合法的营业范围内履行民事责任能力。The bidder andits technical support party (if any) (hereinafter referred to as "thebidder") must be legally registered entity with legal personality and havethe ability to perform civil liability within its legal business scope.2.3 法定代表人相同的两个及两个以上企业，母公司、全资子公司及其控股公司或同属一个母公司的两个以上全资子公司及其控股公司(包含代理公司)，都不得在同一货物招标中同时投标。Two or moreenterprises with the same legal representative, including parent companies,wholly-owned subsidiaries, and their holding companies, or two or morewholly-owned subsidiaries and their holding companies that belong to the sameparent company (including Agency), are not allowed to bid simultaneously in thesame goods tender.2.4 投标人应该提交证明其有资格参加投标和中标后有能力履行采购合同的资质文件，作为投标文件的一部分。如果投标人是一个联合体，除提交表明联合体主导成员的联合体协议外，联合体的每一个成员都要分别提交各自的资质文件，否则该投标将会被拒绝。Bidders shouldsubmit qualification documents proving their eligibility to participate in thebidding and their capability to perform the procurement contract after winningthe bid, as part of the bidding documents. If the bidder is a consortium, inaddition to submitting the consortium agreement indicating the leading memberof the consortium, each member of the consortium must separately submit theirown qualification documents; otherwise, the bid will be rejected.2.5 如果投标人提供的货物非本企业制造，投标人应得到货物制造商的同意，并提供制造商授权书。If the goodsprovided by the bidder are not manufactured by the enterprise, the bidder mustobtain the consent of the goods manufacturer and provide the manufacturer'sauthorization letter.2.6 投标人或品牌提供方必须具有完善的ISO-(略)系列质量管理体系和/或职业安全健康管理体系、环境管理体系认证证书。Bidders orManufacture must have a complete certification for the ISO-(略) series qualitymanagement system and/or occupational health and safety management system, aswell as an environmental management system.2.7 所投标的设备必须满足招标文件第二卷《技术部分》中规定的技术性能和质量的要求，投标人必须提供性能保证值的技术支持资料（包括但不限于国家认可有资质或国际公认机构出具的标的物的型式试验报告和/或鉴定报告和/或性能验收试验报告及其证书等有关鉴定材料）。The equipmentbeing bid must meet the technical performance and quality requirementsspecified in Volume II "Technical Section" of the bidding documents.The bidder must provide technical support materials for the performanceguarantee values (including but not limited to type test reports and/orcertification reports and/or performance acceptance test reports and theircertificates issued by nationally recognized qualified or internationallyrecognized institutions regarding the items in question).2.8 投标人所投报的设备主机或关键部分不得分包、转让。投标人的所有分包商需经招标人确认并且必须是制造企业（标准件或低价的小部件除外），投标人的分包商应具有完善的质量管理体系及相关的认证证书。The equipmentmainframe or key components bid by the bidder must not be subcontracted ortransferred. All subcontractors of the bidder must be confirmed by the tendererand must be manufacturing enterprises (except for standard parts or low-pricedsmall components). The bidder's subcontractors should have a complete qualitymanagement system and relevant certification.2.9 投标人必须具有良好的银行资信和商业信誉，没有处于被责令停业或财产被接管、冻结，破产状态。Bidders musthave good banking credit and commercial reputation, and must not be underorders to suspend business operations, have their property taken over orfrozen, or be in a state of bankruptcy.2.(略) 投标人及其分包商在近5年内必须不曾在任何合同中有违约行为，亦不曾有因投标人或其分包商的原因而被终止合同的行为。投标人和/或技术支持方没有相关国家政府部门所界定的腐败或欺诈行为。Bidders andtheir subcontractors must not have had any breaches of contract in the pastfive years, nor have had any contracts terminated due to the actions of thebidder or their subcontractors.
